HJR 3 (Ind.)

HJR-3 (formerly HJR-6) is a bill in the Indiana state legislature that proposes a state constitutional ban on same-sex marriage. Indiana lawmakers must approve any amendment in two consecutive two-year sessions, then send an amendment to voters for approval. HJR-3 passed during the 2011-2012 session but was amended by the state House on Jan. 28, 2014, which stripped language that prohibited civil unions. The Senate failed to re-insert that language, restarting the clock on the latest measure. The earliest the measure could go before voters is now 2016, if approved in the 2015-2016 legislative session.
