DENVER — A three-judge panel heard arguments Thursday on whether they should uphold separate rulings by two federal judges that threw out same-sex marriage bans in Utah and Oklahoma.

“As I have said time and again, I will not sign legislation that attacks Arizonans,” declared Gov. Katie Hobbs.
