Mo. man charged with spreading HIV claims 300 sexual partners

DEXTER, Mo. — A Missouri man who told authorities he had sexual contact with as many 300 people since being diagnosed with HIV pleaded not guilty on Thursday to infecting another man with the virus, and prosecutors said more charges are expected.

David Mangum entered the plea after being charged with recklessly infecting another with HIV, which in Missouri — where penalties for such crimes are among the nation’s harshest — carries a maximum sentence of life in prison. His attorney didn’t return messages seeking comment.

Court documents allege that the 36-year-old told detectives in Dexter, a small town in southeast Missouri, that he had unprotected sex with as many as 300 partners since being diagnosed a decade ago with HIV, the virus that causes AIDS.

Up to 60 of those contacts allegedly occurred after he moved to Missouri two years ago from Dallas, where he has convictions for prostitution, indecent exposure and public lewdness.

Many of his trysts stemmed from Craigslist ads, he told investigators, and he would meet up with men at parks, truck stops and other remote locations.

Police believe many were truckers or others passing through the region, and because Mangum had little information about many of the men, investigators are concerned about finding potential victims, Dexter police detective Cory Mills said.

“First names with no phone numbers or addresses — that’s going to be a challenge,” Mills said.

So authorities turned to the media, and since then more potential victims have come forward, Stoddard County prosecutor Russell Oliver said.

Oliver wouldn’t say how many people, but he said more charges were expected.

Local health clinics are reporting a recent surge in people seeking HIV tests. In Stoddard County, where one or two people generally get tested each week, 15 people came in for testing in the past week, said Debbie Pleimling, director of the county’s Health Department.

Neighboring counties are also reporting a spike.

“There has to be concern,” she said. “If he’s randomly meeting people for sex, we have no clue where to turn.”

Local authorities said they were also working with Dallas police, who didn’t return several messages from The Associated Press.

It’s unclear why Mangum moved to Dexter, a conservative town of about 8,000 residents. He worked at a local grocery store, according to Mills, but little else is known about him.

This summer, Mangum allegedly admitted to a roommate with whom he’d been intimate that he had been HIV-positive since 2003. The man went in for testing and learned he was HIV-positive, then went to police.

Mills said Mangum seemed unapologetic and told police he wasn’t truthful for “fear of rejection.”

Magnum is jailed on $250,000 cash-only bond. A preliminary hearing is set for Sept. 26.

Missouri is among 37 states that make it a crime to knowingly transmit HIV to others, though its penalties are among the toughest: a maximum sentence of life in prison if the victim was infected with HIV, and up to 15 years in prison if the victim was exposed.

What he did was fucked up - it's absolutely reprehensible - but so is making a comment that only deals with his physical attractiveness to you. This is a tragedy, not a beauty contest. He’s obviously screwed up if he’s intentionally trying to spread any disease, but if I choose to have sex without all kinds of precautions… is the person I have sex with to blame for giving me a disease I’m obviously not that worried about? If you stick me with a needle intentionally full of a virus okay.. but .. I dunno.. to these laws ONLY cover HIV or can you be charged if you intentionally spread any disease?

  55. There is nothing wrong with casual sex, however you have a responsibility to disclose your status regardless of how you might feel. People need to be responsible and use proper safeguards to reduce the risk of spreading HIV and STDs. Contact your local health department will go to Centers for Disease Control website to learn more on your risks. And I have a feeling that this article is going to be used by local law enforcement agencies in states where they still have sodomy on the books, to target and harass the gay community. And I would just like to add to this statement that what this individual did was wrong and I do not promote this type of behavior of not disclosing your status. Be responsible dammit!!

They willingly, I hope, chose to have sex with him, and for people today to think that they can fuck around with anyone anytime they want (and not use protection) without consequences is just moronic and self-indulgent.   73. So he disclosed to someone he was HIV positive sometime after having been intimate with them. It seems to me this is something we don't want to discourage. I would want to know if someone with whom I had been intimate had tested positive though I'd get tested either way as a matter of course as I suspect any sexually active adult would in this day and age. The article claims he had sex with 300 people over a decade which would mean hooking up 2 to 3 times a month between what appear to be the ages of 26 and 36.. We don't know to what extent he "endangered" people beyond the degree to which they were "endangering" themselves if they are regularly engaging in such sexual activity without protection. It doesn't say what he did with those sexual partners in terms of position or sexual activities nor does it state whether or not protection was used. Though highly unlikely, the virus can be spread through some behaviors deemed "safer sex" under certain circumstances. Also, it doesn't state if he was being treated for his HIV infection. People who are being treated for their HIV infection can have very low or undetectable viral loads making it very very difficult for them to infect another person. It is one of the reasons we want people to get tested because people who are positive but don't know it and obviously aren't getting treated for a disease they don't know they have are far far more likely to be highly infectious and pass on the virus to their partners. Though we want all sexually active adults to get tested we particularly want people in high risk groups such as men who have sex with men who regularly hook up with different partners to get tested so they can be treated and become less infectious greatly reducing the likelihood that the virus will be spread to others.. So I give him kudos for getting tested and knowing his status and kudos for disclosing his status to a partner even if after the fact and kudos for being on treatment if he is on treatment. I do feel HIV positive individuals should disclose their status to their partners before engaging in sexual intimacy and I would like to believe that they would feel at least as much responsibility to protect others as I would like to see people take to protect themselves when engaging in sexual intimacy. I don't know that I feel that the force of law is helpful here because a) it creates a false sense of security for people who are not infected giving them another excuse to absolve themselves of responsibility for their own safety b)it could discourage some people from getting tested (c)criminalizing disclosing status makes it less likely an HIV positive person will let a person know their status if they didn't reveal it before the act (d)it further stigmatizes HIV positive people which is a serious barrier to addressing the disease and (e) it seems to me you get into "he said, she said" or "he said, he said" dilemma where we have one persons word against another's as to whether or not the status was disclosed with few ways to substantiate the claims in court. Speaking of prudish, do we believe that HIV positive people cease to have a sexuality once they find out they are positive and if we do what message does that send to sexually active people about getting tested and knowing their status? There are status mixed couples out there as well as people who don't see HIV status as a determining factor in whom they date though it may effect how they are intimate.

  99. There’s good reason laws like this exist. And fyi-we should also ALL know by now, that condoms are Not 100% especially when it comes to preventing HIV/AIDS. To knowingly spread disease is sick and horrific. Most people have the conversation of status when it comes to sex…in an ideal world we would all be tested with our partner before having sex, but we don’t live in an ideal world. And when it comes to certain diseases like HIV/AIDS you don’t always come up positive the moment you have it. These people, if and when found, will have to be tested regularly for 6mo or more…as will those they had sex with. No one deserves to be infected, that’s beyond cruel. He should have been open with his partners. I’m sick of seeing stories like this…it’s just pure insanity to me. I would never knowingly and intentionally spread any disease whether curable or not, to anyone.
    The prostitution part of this makes it even worse. This is beyond irresponsible, I can’t even imagine. This is absolute cruelty and disregard for the lives of others.

He’ll go to prison for the what could be the rest of his life, and get the medications he needs to turn this from a terminal illness to a chronic illness; federal law gives him that. Missouri may try to execute him, but they may only give him life with the possibility of parole. Right now, it’s more aggravated assault, since HIV has been down graded to chronic illness and not a terminal one. He’ll take a plea agreement, and may only serve about 75% of his sentence. Now, what he did was sick and wrong (I will never attest to anything else); however, the people he had sex with should NEVER have taken his word for it. If you’re dumb enough to have unprotected sex with a stranger, then you deserve what you got coming to you.

The last thing in the world I care about, pertaining to this story, is the physical appearance of this man. But if I’m going to talk about his “ugliness”, it’s his actions which are ugly and hideous.
    In all fairness though, I’m sure some people did this only to show disapproval and/or distain for his actions.

NO ONE deserves to contract a deadly disease. Most especially just because of ignorance or a bad decision! Of all the reasons to say someone deserves something like that…Those are 2 reasons which make such a claim even more ridiculous.
